A ratchet operated hand tool whose design facilitates working on lead sleeves.

When operating the ratchet in reverse, two parallel jaws spread the sleeve apart. To close a sleeve, pass the sash chain around the sleeve and attach it to the tool. Operating the ratchet will then draw the sleeve closed around the cable sheath or splice and retain a tight seam for neater soldering.
